Anything you read about Saddam "cutting a deal with the UN" is bullshit. The UN Security Council passes the resolutions vis-a-vis weapons inspections in Iraq, and there are five permanent members on the UN Security Council with the right to veto, US, UK, France, China, and Russia. If the US doesn't say OK, it doesn't happen via the UN. Same for the other four of the Big Five.

One of these days I am going to work on the non-permanent members of the Security Council, who vote via majority rules. I suspect it's no coincidence that the US started throwing its weight around when the NEW year started for the UN in September, but haven't researched this yet. My guess is that we waited until we thought we had a majority on our side.
