IMO, the Tarot card was left at the scene, just as Robert Duvall left playing cards at the scene of the helicopter assault in "Apocalypse Now". If a playing card had been left, it would have been a reference to the Vietnam war that many would not understand. The killer wants to inspire fear of a Vietnam type conflict, but the sign must be understood by everyone so it will cause fear.

The killer did not want it to be known to the public that the Tarot card had been left, because they are probing to see how large and powerful our "underground army" actually is.

Saddam should now that our "underground army" is very large and powerful, and it will be used if he does not give up his weapons.

Leaving the Tarot card wasn't too obvious, but the message was. Probing for information are you?

Your plan was easily foiled, and I thought that Iraqi intelligence was better than that.

BTW, those were AMERICAN soldiers in the movie.

Message for Saddam; please DON'T give up your weapons. That way we can deal with you "the Chicago way".
