has a sense of entitlement, i.e., unreasonable expectations of especially favorable treatment or automatic compliance with his or her expectations

lacks empathy: is unwilling to recognize or identify with the feelings and needs of others
is often envious of others or believes that others are envious of him or her
shows arrogant, haughty behaviors or attitudes

The difference between this guy and Charles Whitman is that Charles went nuts and killed his victims all within the span of 2 hours. This guy is much bolder and more complicated than that. He derives pleasure from the drama. Savoring the news reports. Salivating over TV dinners and cheap beer while he glorifies in the secrecy of it all. What will get him will be the over-riding desire to share his fame with someone. If law enforcement offers a big enough reward, he will be outed quickly.

He never bonded with his mother, father or siblings. Because of that, he never bonded with anyone. THAT is what drives him. Killing is a catharsis to the inadequacy that, in his mind, punishes him on a constant basis.

He will be caught because in his mind, he deserves to be caught. After all, he wasn't worthy of bonding so he is evil. In fact we are all evil, and therefore expendable. In his warped opinion he does the world a favor by eliminating evil [us]. He is all too aware of his failings, and thus gets more and more desperate in his attempt to cleanse the world.

Eventually he will recognize that his attempts to right the perceived wrongs is futile, he will become increasingly frustrated, and more dangerous as well as clumsy. He is probably a very disciplined and organized individual that may have a fetish for cleanliness. He will eventually either do himself in quietly or go out in a blaze of glory, depending on his psychosis.

Very scary guy who just wishes he weren't so misunderstood.
