Why does one have to sample, one can sum and deal with the total. I see you as putting in constraints that don't exist. All the locations with 200% or better voter tournout went 100% for mr. bill. That only happened in red areas. I believe the % turnout for Blue area was smaller by several % than the red area. That is what I recall. But if turnout % was equal then my premis is true.

Turnout is about apathy and the environment.
I'd suggest the the more rural an area the more difficult it is to vote and that depresses tournout. Cities from 0 to 50,000 went 60-40 for President Bush.

In the 2000 presidential election of the 207 million citizens of voting age, only 105
million voted - meaning 102 million people did not make the effort to vote.
