Here we are again, stuck on some detail :) Do they teach this in law school, I wonder...

I believe you are referring to the first definition (consulting an attorney), which is not that surprising, considering that you are one. However, Bush was not to be consulting an attorney, nor was he to be consulting a telephone directory. He was to be consulting his allies, which suggests that we are talking about the other meaning of the word that entails consulting before making a decision.

Unless the guy you are consulting with is an attorney (in which case he is your paid servant to find a way to do what you want and is not entitled to opinions of his own), when you are to consult with someone, you are supposed to leave the decision to after the consultation is done. The idea is to come to a decision together, in consideration of the concerns of all parties.

By the way, I am a fund manager.
