I would be surprised if this was a team of people.....though if it is a team, that would dramatically raise the possibility that it is terrorism. It seems more like a lone gunman who gets his rocks off doing this.

K - this is what my sister came up with:

"I heard that the white van may have the words Total Recall or Total Access on it.
I searched internet and see that there is an internet provider called Total Access from New Mexico that does serve Rockville area. It is located at GE Information Services at 401 N Washington St, Rockville 20850."

She sent an email to the Montgomery County police, just in case.
