In general, the UN has practically committed itself to the idea that if Saddam does not cooperate, the next step is invasion.

I think the French, Russians, et al, really do want the Security Council to authorize force in the event that there is no cooperation. That's how I interpret the "two resolutions" position. That way, the Security Council is the body which decides that Saddam isn't cooperating.
