With the Bush administration running a full scale "wag the dog", it is perfectly understandable that US and foreign newspapers would be caught up in the hoopla. It's in the newspapers interest to sell news. Headlines like "US not going to war" are boring, and are avoided.

All the talk doesn't make Iraq a softer target. There are still basic military facts that make Iraq a difficult and unpleasant occupation that would require hundreds of thousands of US troops (and steady losses to civilians with guns). The item to watch are the reserves, as these must be called up prior to a war, as Rumsfeld testified to the House Armed Services Committee:

Rumsfeld:
I disagree completely that there should be a complete activation prior to a vote from the Congress. We already have 70,000 Reserves activated, and we already 20,000 plus people on stop losses who are not leaving the service. And we've got a very sizable force, and there's no question but that we would have activate Reserves for various functions and Guard, depending on what decisions are made. But I think it would be a fundamental mistake to think that it had to precede some kind of vote.

By the way, the above speech was from September 18h. A few days ago, the mobilized reserves went under 60,000.
