Its not just that Hamas is more sophisticated then the Taliban, its also (and mostly) that Israel is a lot stronger then either the Taliban or Hamas so if Hamas was as strong as Israel (large army and air force, small navy but a strong one by middle east standards, nuclear weapons, sophisticated tactics and training, superpower ally, ect.) it would be very dangerous.

As for doing good works in the community I'm sure they realize that it helps them gain support.
