That part is true.
In fact, as The New Republic's Michael Crowley points out, the Senate debate was generally little more than "a showcase for banality and self-importance," filled with droning, belabor-the-obvious speeches often delivered to an empty chamber.

Once the useless Congress-entities decided to take their political pay-offs and swallow the Iraqi business deal, there really was nothing else to discuss. All four cliches were used to fill the time. The only exception was Byrd.
