It changes the law, because the "law" as presented is disregarded. It is changing the law in execution or observance, which is the only way the common citizen has to directly change the law. Specialist write the laws, and specialists enforce them- the only input the common man really has is when asked for his imprimatur on the law, as a member of a jury, or when he obeys or disobeys a law. Voting is a much less specific input into the law making and breaking process than the actions of a jury- that is just my opinion, of course.
