He may have accepted the fact that he will be caught or killed. He shoots in front of police, he drives or walks past his victims, he calmly leaves. He shoots in rush-hour, at children, elderly, in the rain, at night, in the day, etc.

I wonder if this fellow lives off of Route 301 in the rural area of Maryland or Virginia to the east of the Beltway and Route 95. It provides him access to the Maryland suburbs and the Virginia suburbs--from almost Bowie to Fredericksburg exactly. Additionally, no shots were fired on 301. It sticks out like a sore thumb and some locals use it to avoid the beltway and I95, I395 traffic. You can see it on any map of the Washington metropolitan area. Maybe the police should set up road blocks on it Tuesday morning where it meets Route 50 and the other end near Route 3 near Frederisckburg and stop everyone. Then have the entire road monitored by spotter aircraft.
