The thing I would worry about here is a return to more attacks on Israel, with one side claiming the other did it to try to get Israel as their fighting force.

I doubt either could do this. Remember, this is a situation of open war already, both organizations have staked their honor in attacking and killing Israelis. Giving kill-credit to the other organization is just giving away glory in the eyes of the public of Gaza. So whatever they might gain from Israeli attacks on the other guy, they would lose in public support. Fatah in particular can not afford this, from what I read.
