According to Inside Washington, the WH didn't want to make a big deal out of the speech because that would signal that war was imminent and scare everyone so they played it down. OTOH, they wanted to signal to the world that the US is serious and willing to lose lives to stop Iraq. When they saw that the networks weren't going to carry it live, the WH considered beefing it up but decided not to because of the big-deal problem. I can see how that might be tricky for them.
