It is a difficult subject to talk about. It's well known in the West (sorry, I can't speak for the East) that starving men will steal bread. Once upon a time, in the West, this was a capital offense, q.v. Les Miserables, Victor Hugo.

To elaborate from this fact the allegation that people in southern countries are more corrupt than people in northern countries is too big of a stretch, IMO.
