to me, it's a very straightforward answer....he's never been in one. The irony is that the only guy that has been in a war on Bush's staff, isn't being listened to. That is not to say that people who have not been in a war can't make a judgement not to engage in one. And, you do need brilliant strategists to help you think through the issues. But, when it comes to making a decision, and understanding the true consequences of that call.....it helps to have been there and know what happens on the other side.

I do have a huge bias against people who bobbed and weaved the draft in the 60's and nestled into some National Guard unit lecturing me about living in fear.
