Unless this is a cell group of terrorist committing these crimes. I doubt the sniper could have the same success in another city as easily, based on knowledge of the "local" territory. Of course if it is a cell group, they could have a connection in another city that is equally as knowledgeable of that territory. Of course if the assailant is escaping into a hotel/motel room they could accomplish this in another city. Do you find it difficult to imagine how this person has slipped in and out of these crime scenes undetected?? I find that mind boggling.
