These shooters may be making deliveries or supplying services to the area. Here is a photo of Rockville Pike and the general area where the fellow was shot on a lawn-mower. He was just off the side-walk according to accounts I read. I may be off by a block or two but this is the best I could do. Rockville Pike looks like this up and down it. During rush hour, this is quite crowded.
