Yes, but the cohesive efficiency of its activities (while still dangerous) was probably overrated to begin with. The "success" of 9/11 was less about their abilities than our utter lack of readiness or suspicion. If they are seeking targets of opportunity elsewhere, they have to be totally unconscious of the real opportunity they possess to paint the U.S. alone as their target. In the current climate of world opinion, that would be far better propaganda for their cause than hitting French tankers or tourist spots in Bali.
