Someone who gives a tip based on unknown information without providing any substance to back it up. Then when the tip is taken he provides no guidance on its outcome and no analysis of the success. If successful, the tipster takes credit to bolster his image. If he fails, the tipster tries to evade the truth and avoid being shown wrong. Self-image is all that counts to the tipster.
