Estimating the value of GSM/GPS solution to QCOM, one should be conservative and confine the projection to the major TDMA/GSM service providers who currently fail to comply with the FCC enhanced 911 rule. To come into compliance would require at least 30 million subscriber upgrades. Suppose that QCOM gets a net profit of $10 per chip. How does $300 million or about $0.40 per share sound for a "back of the envelope" estimate?

The Europeans will have their Galileo system up and running by '08. Alcatel and all the Europeans--and who knows who else--will presumably switch to Galileo by then. In the meantime, GPS will be the only satellite location service game around. The income stream should be good if GPS is used globally, but it will be limited by '08 if Galileo is successful.
