I don't know what you mean by jailbirds... I don't live in the US. The weekend lull is easy to understand: the Israeli hitwomen have a nine-to-five cover, that is, they live in an all-American suburb, surrounded by clueless neighbors (and possibly family). So, every weekend (ie Saturday and Sunday), they quietly stay at home... organize a garage sale, throw a barbecue party with their neighbors... go fishin'... Get the picture? Then, on Monday morning, back to work! (sort of)

Interesting theory, I know some states do that. Other possibilities, but they wouldn't usually justify 2 weekends in a row: 1) he has reserve/guard drill, or 2) he has visitation with a kid.
