Woody,

Even though the Fed is pumping cash into the system, banks are tightening around the fringes. The Fed must be trying to counter that to a minor degree. Probably (literally) buying time.

The dollar has also been moving up some of late and pumping more dollars into the globe would attenuate that a bit so the need for working down inventories won't be as difficult on the export side.
