Eric, yes. I would agree he likely first finds a spot where he knows he can make a fast getaway, checks for cops or any occupied vehicles nearby, sticks the rifle a tad out of an open window (or even a hole), and when he has a shot, takes it and drives off immediately. Loud noises outdoor tend to echo off buildings and other things and thus it's really hard to pinpoint their origin, not to mention not everyone is going to immediately identify a "pop" as a gunshot (for example, if I heard a loud bang out my window and didn't see anyone lying bleeding in the street, hear someone yelling, or see a vehicle peeling away, I'd likely just assume it was nothing, like a car backfiring; besides, the victim is usually several hundred yards away from the gunman and those around him). It's also likely there would be numerous vehicles moving about all over the place, so it's not like he'd stick out.
