I found the below article highly persuasive and well-reasoned...

nationalreview.com

...in addition to considering, as I have, the rough timing of the start of these killings with the attack on U.S. troops in Kuwait, the three weekend attacks on U.S. troops and installations in Afghanistan, and the bombing in Bali. A time period within which there's additionally been a reapparance of Ayman al-Zawahri and the transmittal of a number of new "Bin Laden messages" by Al-Jazeera.

My notion is that an urgent order came down from somewhere to start stirring up trouble (especially as domestic terror cells in the U.S. are being discovered and picked off), and that such is occuring, but disjointedly and with far less coordination. Plus, while it (like any contributing factor) is not nearly conclusive, the selection of seemingly random victims - including a child - in and around the national capital seems increasingly relevant as time goes on.

And, to be honest, it's the opposite of what most of the conspiracy theorists seem to think...which is rarely a bad place to be.
