I think everyone within 100 miles of DC should be carrying a camera or camcorder at all times, focused at long-distance and ready to go at a moment's notice. We need to get some photos of the getaway vehicle(s).

I would agree that if we're talking a duo here, we're not talking delivery guys. I'm thinking a two man crew for HVAC, painters, roofers, etc. These guys pretty much arrive at their leisure and stay at their sites until the job gets done, and thus aren't likely to be missed either way. If they got pulled over by the police they'd likely be all scruffy like they just got back from a job, and thus might not arouse much suspicion since they'd have a legitimate reason why they were where they were.

Actually, I'd say deliver guys often do work in pairs, for what it's worth. For instance, furniture deliveries may come at late hours at times, with two guys present. There may be other examples.
