I'm suggesting that the shooter sits next to a white van and waits till it moves off and then fires.....people hear the shot....and a hundred yards away the white van is seen.

I suppose. But now we have to envision the killers driving around looking for white vans that meet a particular description, and either park next to them and wait (and wait...), or somehow pull into their newly vacated space (or very close nearby) as they are leaving. Then, they'd have only about 20-30 seconds to make sure no one was close by to easily ID them, pick out a target, line them up, and shoot so that people glancing in that general direction would see a moving white van. Hmmmm... Possible, of course. Probable, well, personally, I'd have to say not.
