Of course its most probably AQ sniping. They don't have other teams in the US, as you haven't heard of such before.
But they may be a few by now. They may even be white converts mercenaries very well paid per shot; but the cops have a pretty good idea, by now.

But, since the last shot; at each new on; the team increases the odds by a tenthfold or fivefold, depending on local conditions, level of patience and professionnalism of the villains.

But they hardly have days, even without shooting again.
Their "alive days" are not much more than Saddam's ones.
Unless they move.

Whatever. These are you new enemies. You'll outsmart them fast enough, everybody already learned how to track most of it, in any fire event.
