Mossad agent? It is a longshot. But I do recall a couple of instances of serial graveyard desecrations of Jewish tombs with Nazi symbols. When the purpetrators were finally caught, they turned out to be Jews themselves who wished to cast suspicions on pro-Palestinians, neo-Nazis, etc. I wouldn't discount the CIA or some military/police trained sniper either. One recalls the old Boris Karloff movie "TARGETS" although that sniper was more into shooting at cars. I believe that may have been the initial Viet Nam vet gone awry plot.
