I, too, have trouble with the two man team concept. But one man could be responsible if he mounted his weapon in his van. Here's what you do:

(1) Mount weapon in van and add plenty of silencing material etc.

(2) Mount a telescope in van and align it parallel to the barrel, hopefully with a minimum of parallax.

(3) Connect up a closed circuit TV to the telescope.

(4) Connect up a remote trigger to the weapon.

(5) Park the van at a convenient spot.

(6) Wait until someone walks into the line of fire.

P.S. I'm guessing that the Tarot card and the spot in the grass are misleading evidence, intentionally or not. There is no way in hell that you can walk around setting up sniping shots without being noticed.
