Once it has reached a critical mass - it can expand its influence into other regions of Afghanistan on its own. You put it better than I did, John. We can't build "Shake and Bake" Democracies for these people. It is not our fault that "Bad Boys" were running their countries, and put us in a position where we had to force a regime change. The best thing for them to get from us is a guarantee that we won't let the "Bad Boys" take over again, and "Benign Neglect" otherwise. The only people who can build anything permanent is them.
