One obvious omission is Hamas and the other Islamists groups. They will certainly be involved in any post-Arafat struggle for power. Any idea why this particular writer left them out?

Because non-PLO and non-Fatah organizations were outside the scope of this article, which was trying to determine if the PA contains any salvageable elements. Also, I think the author takes it as a given that there is no political negotiating with the likes of Hamas; they won't share power save as a temporary expedient on the road to a full takeover. Palestinians who desire democracy know this as well as anyone.
