Since the electoral college is mandated in the constitution as the only method of election and because it is a representative in nature, Tom's 16 million vote margin has more validity than the nationwide popular vote count (which isn't even mentioned in the constitution).

OTOH, if the pop vote mattered, Bush could have easily mined a few more million out of places like Houston and Dallas, where he is revered.
