Does that include the local school district, or whatever the local equivalent of a county government might be?
Dallas, in comparison (in Texas where government is evil and small<g>) has
19200 working for the school district
12700 working for the city
8800 in the community college district
6600 working for Dallas County
and they don't sweep the streets, nor do they take much vacation time.
