"U.S. may budge on Iraq resolution"

Wrong way of describing reality. Reality is: US will agree to words acceptable to Russia and France but will still gets what it needs to achieve its goal. Reality is: France and Russia are whining because they want to make sure they protect their existing investments in Iraq and that they get in on the deal i.e. post war Iraq.

well kennykins, I'd suggest you once again miss the point.
It is clear the third world countries like france, china... etc will not ever approve of putting meaning behind any more UN resolutions requiring insane to not break the laws he signed up to. So it's time to get the laws on the books and then when he breaks them and the US kicks his butt, the Useless UN will whine and President will have a current list of crimes justifying action.

It's called painting useless idiots into the corner.

Is you legal mind so clouded as to not understand than any policy shift of the US comes from PRESIDENT GEORGE W. BUSH.

Is you legal mind so clouded as to not understand than shifting a policy in no way suggests one agrees with some other persons policy.
