PB, all Uncle Al KBE can do is manage the money. He can't fix peoples' financial woes. They have to do that themselves [best done by buying sheep and selling deer rather than the reverse and not spending too much or borrowing too much].

Uncle Al's job is to mess with the money supply, which by definition is messing with the economy. They can't lean not to do what their job is to do.

Uncle Al has to manage the supply of money, just as an oil business manages the supply of oil and phone companies manage the supply of phragmented photons and car companies manage the supply of cars and music makers manage the supply of music.

Managing the money is what he does. It's his business. The government happens to own that business [the USA being a communist institution though the local yokels don't understand that]. That business could be privatized, but communists don't like privatization, so that's unlikely to happen.
