just to answer the other question...

Mr. Zogby said that when polling policy issues, "the only polls that matter are the ones that use likely voters," preferably 1,000 voters or more, and not just at election time but "all year round." from article in Washington Times

How his is more accurate in picking likely voters is probably not public information.

However I have heard that he makes adjustments for the fact that republicans are less likely to answer the pollster at the other end of the phone. Zogby is meticulous about making sure he gets an accurate cross section of voters, by calling at different times of the day etc., and he uses screening questions to eliminate those who will not vote.
