Furthermore, if enough of the bear's existing CG exposure gets reclaimed here by a big rally, they will likely be able to close out enough selected positions before yearend such that they will have no CG tax liability whatsoever.

Stan,,,,Historically a good source to juice tax revenue was to decrease the capital gains tax rate or reduce the holding period. As 41 would have said 'uh uh not gona do it'. It truly is different this time. -g-
