I think it might be that low $2K range is all a 3-br renter is willing to pay these days, having nothing to do with the actual value of the house. If you try to rent a house for the high 2K range or 3K, it sits- no matter where you are. I know someone in Palo Alto trying to rent a house for $2800, no takers.
