The one thing Mr. Reagan taught us is that we should keep the federal government at bay--or as he said--off our backs. I looked at the U. S. Code and I must admit it would take me quite some time to really understand it and what Congress intended when it was passed. Then there is the Constitution and the decisions that define it. I remember when Andrew, the hurricane, struck Florida. The federal forces did not move in until Governor Chiles authorized them to provide assistance. Some time was wasted but that sticks in my mind. As you explain, the federal government can get involved in local affairs in a number of ways. One of my hopes for the future is to see the Aurora from your state. Many years ago, I investigated the deaths of two federal firefighters who were fighting a blaze on federal land. I looked at the melted helmets they wore and walked the path that they walked. I checked and plotted the wind patterns in 5 minute periods for the general area recorded on the wind towers at the scene. After finishing with the wind patterns, I sat down with a colleague. After looking at my sketches, he looked up and I saw wet eyes. He surely saw the same in me. The two fellows were fighting a fire that was moving from east to west. They moved about 1,000 feet into the fire to the east of it. One mile to the west of them, other fire fighters were getting rain from a thunderstorm and celebrating. It would hit the fire to the east in a moment. The fire boss was never trained properly and never thought about what precedes the rain in a thunder storm. The wind struck the fire area where the two men were and turned the fire into an inferno. They ran to the east, set up their tents, crawled in, and then were incinerated. There was one 20 minute period in that day that these men could have been overtaken by those flames. They moved into the fire on the 20th minute and died in the last minute. Training was improved after that.
