absolutely a catastrophic situation for the folks in the area, no question, and even depressing for the nation as a whole ...

Jeff,

One other additional possibility for the latter kills: maybe he or his partner waits until a white van or truck is in the vicinity. After the shot, all attention goes to the van and the perps get away in their Ford Escort, or whatever.
