My understanding is there was no agreement for inspection of the light water reactor until after completion and the project is not now complete. I also understand that Japan has not paid for their share of the project.

I knew you were more sympathetic to Saddam and Kim Il Sung than President Bush.

You are so partisan in your domestic politics, that you would take the word of men who have starved millions of their own citizens to death (while developing nuclear weapons - and lying about it - then in the case of North Korea, admitting it) over an American President of the opposing party.

Can you provide me with a link stating that (from the 94 Carter-Kim agreement) Inspectors were limited to only a heavy water plant?
