He cares about the constitutional separation of powers... and the powers reserved to the Representative branch by same.

His primary concern is not with any particular war, or President, or momentary event, but with the long term implications of various actions upon the Constitutional framework.

I think that is why his actions are misinterpreted: most commentators only see the immediate results... they are not cognizant of the long term, beyond the moment.
