Saddam Hussein and Kim Il-Sung at the time (Kim Il-Sung was still alive in the early 90's) were definitely not laughing at Bush Sr. In fact, the Gulf War probably made North Korea a LOT LESS hostile.

I'm sure they were laughing at Clinton, though. Under his watch, weapons inspectors were kicked out and a phony nuclear test ban treaty was signed. But hey, who cared as long as Clinton was establishing the "New Economy" of sky-high P/E ratios?
