Wasn't Tenet saying the same thing about N. Korea??

No wait... he was saying that N. Korea was one of his greatest concerns because they had developed and tested a 3 stage rocket which could theoretically hit the United States:

Yet Tenet is willing to "believe" Saddam won't be even more of a "great concern" were it to develop nuclear weapons and the means to deliver them??
