It may be crazy, but it seems pretty much outside the envelope for both terrorists and conventional serial killers. The skill level seems somewhat unusual for either. The 9/11 guys weren't actually that good, they left all kinds of tracks, and the post-9/11 incidents have all been done by clowns, domestically anyway. Plus, terrorists usually claim credit at some level. After the Home Depot thing, it looked like a progressively more brazen domestic serial killer type, but the evaporating evidence and current quiet go against that.

I hate to say this, but it almost reminds me of the anthrax guys, whoever they were. That is a pretty scary precedent.
