There have been noted occurrences of aggressive hammering behavior just at the time when peace negotiations or other events were about to begin, or when the PALs stopped their own hammering for extended periods in hopes of negotiation.
It is well documented, but there was always the next excuse to go after the " terrorists ".

No, I disagree, the facts do not bear up this argument. It is "well documented" only in the speeches of the Euro diplomats (& echoed in the NY Times), who are trying to salvage Arafat yet again. On the ground, especially looking at attempted terrorist attacks as well as succesful terrorist attacks (the diplomats always give a free pass for foiled attempts, no matter how large) there has not been one single Palestinian truce -- just noise about possible truces, possible diplomacy, and the occasional very localized truce -- one city, one organization -- never an overall truce. These localized truces have been answered by localized IDF pullbacks -- such a truce is holding in Bethlehem right now.
