France did commit forces in Gulf War I and Afghanistan, as near as I can recall. I don't think the country that's locally considered America's alleged #1 ally can make that claim. I know, I know, some allies are more equal than others

Token forces, which in the case of Afghanistan refused aid in active combat. Some aid.

As for Israel, you know perfectly well that they have offered plenty of help, and covertly it has been taken (see the joint US/Israe/Jordanian efforts to clean up the "scud box"), but overt aid has been refused. If it were ever to be accepted, it would be heck of a lot more useful than anything France has to offer.
