The IBCM treaty.

I don't think there is any treaty by that name. Perhaps you mean the ABM treaty. We didn't reneg on it. We complied with it. The treaty includes a provision for backing out of it. We used that provision and gave the Russian notice. Reneging would be going back on our agreement, violating our word. We did not do that.
