My understanding is that Saddam has a strong tendency to shoot the messenger, so people are justifiably reluctant to tell him what he doesn't want to hear.

If I were an evil dictator, I'd still want people to tell me the truth.

Then you would have to be one of the very few people on earth with natural total self-discipline. It's a natural impulse to "shoot the messenger"; and who will a stop an autocrat from acting on impulse? Very few absolute monarchs have had the self-discipline to avoid harming themselves with bad information. Louis XIV comes to mind as one.
